About Me 

For 15 years, I've been responsible for administering elections and developing and implementing policies for effective records and data management within Los Angeles County. My transferable skills have included formulating procedures; overseeing records, data management, and preservation; sharing data with internal and external stakeholders; extracting data from various business intelligence platforms; writing recommendations and reports; preventing data losses and security breaches; authorizing work on enterprise content and election management systems; solving data-related problems; liaising with vendors and contractors; assisting client departments and the public; helping to create dashboards and policy related reports; and finding ways to streamline information and data governance. 

I'm skilled at helping business operations to better manage and preserve its information in the form of data, physical records, and archives of its past, present, and future. As an administrative jack-of-all-trades, I've preserved County records, data, and physical/digital artifacts from the 1850s while at the same time managing 200,000 data points on the latest cloud-based software to deploy up to 1,000 vote centers with 15,000 election workers. I'm committed to public service and am well known to be a relentless achiever fueled by innovation and hard work. I have a penchant for uttering “challenge accepted” and consider obstacles as opportunities to challenge the status quo with the three Cs: creativity, commitment, and coffee.

In my experience, data serves as a powerful tool for storytelling, particularly when it comes to ensuring the inclusivity and accessibility of our democratic processes. For example, I've used data to narrate the needs of our linguistically diverse communities, guiding the allocation of resources to ensure every citizen, regardless of their native language, can effectively engage in the electoral process. By analyzing data related to the percentage of voting-age citizens from specific linguistic groups and their geographic dispersion, we can identify and meet the multilingual needs of our communities. This data-driven approach aids my team in determining the number of multilingual election workers required at each voting center, staffing levels, and the overall budget for our multilingual program. Thus, through the strategic use of data, we can create a more inclusive and effective electoral system.

Work Experience

April 2022 - Present

Assistant Division Manager - Election Worker Services

Manages a team of over 100 staff to recruit up to 15,000 election workers supporting federal, state, and local elections for nearly 6 million registered voters. Ensures appropriate staffing for up to 1,000 vote centers spanning 4,000 square miles in 88 cities and 120 unincorporated communities. This requires managing our current business intelligence platform for election workers, Poll Chief, and collaborating as an SME on our future platform (VIBE) coming in 2024 through defining database setup; scheduling data transfers; performing data quality checks and archiving; generating datasets for dashboards, reports, and policy for executive management; collaborates with IT regularly to discuss data planning (from capture to final disposition), specifications, security, and privacy concerns; working in partnership with internal and external stakeholders to extract data for storytelling, policy development, and automation; and project planning with vendors to review workload and prioritizing data needs from new data capture requirements to changes/requests to comply with federal, state, or local requirements. 

November 2021 - May 2022

Administrative Services Manager II

Responsible for purchasing nearly $85 million in election-related supplies and equipment, including 300 rental vehicles. Digitized, inventoried, and introduced a dual custody data process to inventory 433 Capital Assets and over 90,000 Non-Capital Assets. Developed SharePoint Site for multiple Bureaus to enhance operational capabilities for telework and operational efficiency. Managed and executed work orders for deployment services to support up to one-hundred twenty (11-day) Vote Centers, five-hundred twenty (4-day) Vote Centers, and eleven training sites for major elections.

Special Project 2020 - Disaster Services Site Supervisor SPA 7 - Project Roomkey

Recruited by CEO Homeless Initiative to supervise nearly 100 DSWs as a Site Supervisor of 3 separate facilities as part of Project Roomkey (PRK) to secure hotel and motel rooms for vulnerable people experiencing homelessness in response to the COVID-19 pandemic. In this role, I promoted teamwork among staff/vendors/contractors in a dynamic, political, and operational setting; addressed facility and security concerns; created new processes and workflows; mitigated interpersonal conflict and encouraged accountability among DSWs from 30 County departments and non-profit organizations; upheld the County’s Policy on Equity; and coordinated with CEO, Public Health, and Los Angeles Homeless Service Authority (LAHSA) to mitigate virus outbreaks and resolve/lift quarantine orders at some of the largest PRK sites.

Special Project 2019 - 2020 - Voting Systems for All People - Data Management

Spearheaded the infrastructure design, implementation, collection, maintenance, and analysis of Vote Center Recruitment data tracking over 200,000 data points using the Google Cloud Platform in March 2020 and September 2021. Managed the data and information of 1,000 individual agreements with Vote Centers and live updates of community partner profiles feeding the department’s Vote Center lookup tool. Coordinate the department's Data Analytics, Geographic Information Systems, and various systems toward developing our new Election Management System (EMS) Poll Chief. This required rapidly growing new workflows and processes; collaborating with stakeholders and business operations; conducting data clean-up; and generating real-time reports for executive management to influence policy and operational improvements.

Responsible for the management of the County's records from creation to disposition. Developed record retention schedules, policies, and guidelines for 100,000 employees in 36 departments. Collaborated with senior managers across the County and State to develop Information Governance strategies in establishing the County's first record retention schedules and policy, which was achieved by Board of Supervisor approval on June 14, 2016. Served as the departmental expert on the Public Records Act and Information Governance. Authored Information Governance Policy for the Registrar-Recorder/County Clerk. Consulted County departments in storing, arranging, indexing, and classifying official records. Developed and directed the countywide implementation of record retention schedules and policies to oversee the management of electronic and paper-based information. Guided the conversion of paper to electronic records management systems using County data centers. Assessed and cared for County archival material, memory, and heritage. Consulted in the County's adoption of its first active digital preservation system.

Awarded for the e-Personnel and Records Management System from the Quality and Productivity Commission. Los Angeles County Registrar-Recorder/County Clerk and DHR were awarded the Bronze Eagle for digitizing e-Personnel records, which led to a modern record management system, cost and paper savings, and an improved employee experience.

Toastmaster of the Year 2009-2010

With the support of the Department and the Toastmasters Organization, established the RRCC's first Toastmasters Club in the summer of 2009. The RRCC Toastmasters Club was tremendously successful and competed against other County departments and within the local region.
